Once we removed (and gave away) the Abelia shrubs, we installed composted mulch (from the County landfill) and a layer of fresh wood chips (from a neighbor's tree removal).
Native plantings included Beauty Berry (same species as in S FL), Winterberries, dwarf form of Oakleaf Hydrangea, Ninebark.
